Joe Garner and Steve Cheesman founded Axo Consulting after years spent delivering projects themselves, one leading schemes through planning and into delivery, the other bringing a background in analytical risk to property decisions. They knew how a scheme could be approved on assumptions that didn't hold, or how a contractor's report could tell one story while the site told another.
